Linking Citizenship and Employability Perspectives in Adult Learning (LICEAL)

The LICEAL project aimed to support adult learners, especially those facing difficulties in the labour market and social marginalisation, in developing social, democratic and civic competences, thereby contributing to their social inclusion, active participation in democratic life and employability.

The project developed its activities in line with the latest work of the European Commission’s Joint Research Centre (JRC) on life skills, based on the assumption that transversal skills – such as cooperation, teamwork, negotiation, initiative and creativity, self-regulation and respect for social norms – are particularly important.

The project was aimed at trainers in adult education. The products, developed in a participatory process, are designed to support adult educators in accompanying adult learners more efficiently and purposefully in the development of their personal and professional skills.

Goals

  • The central strategic objective of the project was to develop learners’ ability to conduct self-assessments with appropriate support from educators and to strengthen social inclusion and employability through learning and personal development projects.
  • Promoting political and social participation was part of the project and followed current policy recommendations to develop social/transversal skills alongside more traditional and specialised skills for employability.
  • By not just focusing on traditional vocational education and training, we explored synergies between civic education/ human rights education and vocational learning and showed that digital, transversal, ecological and other life skills “form a solid foundation for resilience, lifelong learning, lifelong employability, social inclusion, civic engagement and personal development” (EU Council Recommendation on vocational education and training for sustainable competitiveness, social justice and resilience).

Competence Explorer: The Explorer compares different reference frameworks that deal with transversal competences and gives educators a rough insight into these frameworks. You can use it to check which competences would be particularly relevant for your own work or which competences you would like to work on yourself or with your learners. In addition, the explorer shows how the individual reference frameworks consider overarching competences.
